FRANCES SMARDO DOWD is assistant professor, School of Library and Information Studies, Texas Woman's University, Denton. She has written and lectured extensively on latchkey children and other library service topics. Her articles have appeared in School Library Journal, Public Libraries, Children Today, and Public Quarterly.
