If you read and read the Bible and get little out of it, especially when it comes to verses that simple do not make sense. The Israelites when they came back from Babylonia, they were in the same boat as you Why? Because the service in the synagogue were in Hebrew and the people spoke mostly Aramaic. The Levites realized that in order for the people be obedient to God's commands; the Israelites needed to understand, what was written in Hebrew, was necessary to be explained to them in Aramaic so they can act upon hearing and understanding God wishes for their lives. The collection of those explanations in a book, it is what is called Targum. Thus, Targum is an ancient Aramaic paraphrase of the Hebrew Bible.
